42 sponsors and good momentum
While the challenge of making permanent the enhanced tax benefits for donations of conservation easements can seem never ending, its land trust backers never quit. In fact, while Congress takes its summer recess, there is reason for optimism.
Highly effective in conserving more than two million acres in a decade, the tax incentives were extended regularly by Congress after being first enacted in 2006. But in each instance, these extensions were only for a year or two.
A bill to make the provisions permanent — legislation championed by Senators Dean Heller of Nevada and Debbie Stabenow of Michigan — now has 42 sponsors. This bipartisan coalition of 21 Republicans, 20 Democrats and one Independent makes a powerful statement about support for a permanent conservation incentive. Additionally, there are 17 senators who cosponsored the easement bill in past sessions who have not yet backed the Conservation Easement Incentive Act. We’re aiming to secure their support again.
Furthermore, in July the Senate Finance Committee, while agreeing on another two-year extension, heard from a phalanx of members in support of permanence. So, the ball is very much rolling. A bill is on its legislative path, the proponents of permanence are committed and we welcome your voice in the chorus of support.
The second half 2015 will be interesting, because we’ve got good momentum!
