    <description>Community Forestry Conservation Act Would Create an Innovative Conservation Tool</description>
    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Drinking water, rural jobs, habitat, recreation; these are just some of the critical services that the country’s working forests provide for our communities. And now, there’s a proposal in Congress to add a powerful new tool to the working forest conservation toolbox. A unique coalition of conservation organizations, timber companies and business leaders has formed to advance legislation in Congress that would enable non-profit conservation organizations to use municipal bonds to purchase working forests for both long-term conservation and economically sustainable timber management.<br /><br />The bill could conserve an estimated 2.2 million acres of working forests throughout the country and preserve an estimated 13,500 direct and indirect jobs using private capital markets.  <br /><br />The Community Forestry Conservation Act (H.R. 1982/S. 1105) was introduced by a bi-partisan group of legislators. Supporters now include Senate co-sponsors Patty Murray (D-WA), Maria Cantwell (D-WA), Jeff Merkley (D-OR) and Jeanne Shaheen (D-NH), and House of Representatives co-sponsors Mike Thompson (D-CA) and Dave Reichert (R-WA). <br /><br />The list of organizations supporting the co-sponsors in advancing the legislation includes Land Trust Alliance, Bank of America, Weyerhaeuser Company, National Alliance of Forest Owners, Washington Forest Protection Association, US Forest Capital, The Nature Conservancy, Cascade Land Conservancy, and many others. <br /><br />Fast action is needed.<br /><br />While deforestation has been balanced by reforestation of agriculture lands in recent decades, the U.S. Forest Service estimates that 23 million acres of forestland will be lost by 2050.  There are multiple reasons for this trend, including population growth, the lucrative residential and commercial real estate market, tax policy, global competition, loss of mill infrastructure, and changing inter-generational demographics.  <br /><br />Under the proposed legislation, Congress would authorize that qualified non-profit organizations could use funds derived from municipal revenue bond sales to purchase working forests and keep them working.  This new tool will provide a mechanism for acquisition of lands that are at a high risk of conversion and parcelization, and for other lands that may be difficult for long-term commercial management.  The bonds would be paid off with proceeds from environmentally sensitive timber harvests. <br /><br />“Our communities have an urgent need for a financing mechanism that would provide stable, long-term capital to purchase working forests and prevent their conversion,” said Gene Duvernoy, President of the Seattle-based Cascade Land Conservancy.  “Community Forestry Bonds conserve working forests and the jobs that go with them, protect the environment and respect landowners’ rights.”<br /><br />“A massive forest ownership transition has taken place with nearly 84% of America’s industrial forests changing hands in the past 12 years,” said Tom Tuchmann, President of Portland, Oregon-based US Forest Capital. “In this economic environment there are real opportunities for large-scale conservation purchases.  With funding for such purchases being the limiting factor, tools such as Community Forestry Bonds will be of benefit to all.” <br /><br />“The municipal bond capital market has been funding public purposes for 100 years. With the right cash flows from working forests around the country, this market could be used to finance forest acquisitions, which would help keep America’s working forests in production,” remarked David Hospodar of Bank of America Merrill Lynch.<br /><br />The conservation community has built a partnership with the financial and forest products industries to create a solution to the financial obstacle hindering long-term working forest conservation. <br /><br />“This bill works by providing an economic incentive, or funding mechanism, to maintain working forests.  It will protect rural community jobs by keeping renewable working forestry on the landscape.  This works for landowners, it works for the environment, it works for local governments and it works for communities across the state of Washington and the country,” said Mark Doumit, Executive Director of the Washington Forest Protection Association (WFPA). WFPA represents private timber owners in Washington State.</p>

<h2 align="center"><br />Cayucos Land Conservancy wins the Governor's State-wide Environmental and Economic Leadership Award</h2>
<p><b><br />CAYUCOS</b><b>, CA</b> -- The Cayucos Land Conservancy has won the 2008 Governor’s Environmental and Economic Leadership Award for 2008, in the category of Environmental and Economic Partnerships.  This award, California's most prestigious environmental honor, recognizes CLC, a non-profit, all-volunteer organization, for its unique and continuing environmental and economic partnership with State,  County, and local organizations as well as individual landowners.  The award will be presented in Sacramento to CLC board members November 25, 2008.  A podcast of the awards ceremony can be viewed at 6pm November 25 at:  http://www.calepa.ca.gov/broadcast/CentralVideo.asx <br /><br />In 1999, CLC obtained a conservation easement over Estero Bluffs, the four miles of coastline north of Cayucos, and entered into a unique arrangement to share the management of the Bluffs with State Parks. <p>San Miguel, CA- A 12,500-acre ranch in southern Monterey County amassed by California<br />inventor Stanton (Stan) Avery has been donated to the California Rangeland Trust, a non-profit,<br />rancher-governed group dedicated to protecting California’s open spaces and ranching heritage.</p>
<p>Deer Valley Ranch is a critical part of a wildlife corridor that connects conservation lands from<br />the Salinas Valley to the San Joaquin. For the past century, it has been a cattle ranching<br />operation, most recently a cow-calf and stocker ranch, with some barley farming in the interior<br />valleys. As a well-managed ranch in the heart of Monterey’s oak savannah landscape, it supports<br />habitat for wildlife such as Tule elk, blacktail deer, bobcat, mountain lion, San Joaquin kit fox,<br />migratory songbirds, California quail, a wide variety of hawks and golden eagles.</p>
<p>“We are enormously grateful for the generosity and foresight that allows us to protect this<br />extraordinary California landscape,” said Nita Vail, Chief Executive Officer. “Our intention is to<br />use this tremendous gift as a springboard to leverage additional funding and protect many, many<br />more ranches throughout California.” The ranch is the largest gift received by the Trust in the<br />organization’s 12-year history.</p>
<p>Stan Avery was a well-known inventor and businessman. In 1935, Avery was working in Los<br />Angeles in the depths of the Depression. He came from a long line of farmers in New England<br />and liked tinkering with machinery. After hours, he put together a machine to make<br />commercially viable self-adhesive labels, using spare parts from a washing machine, sewing<br />machine and a saber saw. He and his future wife, Dorothy Durfee, used her savings from<br />teaching to start the small label company that became the Avery Dennison Corporation – a maker<br />of labels for consumer and office use and a major supplier of the U.S. Postal Service’s selfadhesive<br />stamps.</p>
<p>Avery was part of a distinguished group of Californians, including David Packard, who shaped<br />conservation in California through high-level involvement with a number of initiatives. Deer<br />Valley Ranch became a gathering place for leaders of the day during the 1970s and 80s.</p>
<p>The Rangeland Trust will place a conservation easement on the property so that it will remain a<br />ranch, and is seeking a buyer who will continue the vision of Stan Avery, managing the land as<br />both a working cattle ranch and an extraordinary natural area.</p>
<p>“Our goal is to continue the outstanding stewardship of this land by maintaining this ranch in<br />private ownership, and assuring that it will be forever managed as a productive, sustainable<br />landscape,” said founding Board Member Steve Sinton, of Shandon, CA. “This is a wonderful<br />opportunity for our organization, and we are extremely appreciative of the confidence placed in<br />the Rangeland Trust to continue a ranching legacy that provides for the environment, ranching<br />families, and rural communities.”</p>

<p><b>SAN FRANCISCO, CA</b> -- A San Francisco nonprofit raised $7.5 million to buy up a 426-acre swath of the Noyo River Canyon and save the land's ancient redwoods from being torn down by a private company.</p>
<p><br />Save the Redwoods League beat an April 1 deadline set by Willits Redwood Co., the company that owns the land and was threatening to log the trees. The sale will allow the group to give the land -- the largest privately owned old-growth forest on the West Coast -- to a conservation organization.</p>
<p><br />"We've had remarkable success raising money in a tough economy, and now we get to purchase that land and ensure that the trees won't be harvested," said executive director Ruskin Hartley. "People up in Mendocino County have been fighting to preserve this grove for 30 years and we're just following their lead."</p>
<p><br />The redwoods, the oldest of which have been around for more than 1,500 years, cover 123 acres. The land also provides a habitat for several threatened and endangered species, including the northern spotted owl, the bald eagle and the Pacific fisher. The Noyo Canyon also provides a breeding ground for several salmon species and hosts rare species like the northern red-legged frog and the southern torrent salamander.</p>
<p><br />Had the sale not been completed, Willits Redwood was planning to log the old trees, which can draw more than 10 times as much for their wood than younger redwoods.</p>

<p><b>HUNTINGTON BEACH, CA</b> -- <b><a class="external-link" href="http://www.bolsachicalandtrust.org/"><img src="http://www.landtrustalliance.org/images/in-your-community/Earth.Day.Banner-2.jpg/image_mini" title="BolsaChicaEarthDay" height="173" width="200" alt="BolsaChicaEarthDay" class="image-right" /></a></b>The Bolsa Chica Land Trust seeks funds for a massive single-day donation to help preserve and restore the Bolsa Chica this Earth Day 4-22-09. This will be the largest single-day donation to help save and restore an ecosystem in U.S. history.  95% of the coastal wetlands in California have been destroyed.  Maybe we can't undo all the injustice we have done to this earth, but we can start here in our community. We can show others as well that they, too, have the power to help preserve, maintain and restore our earth.</p>
<p> </p>
<p>We are asking 100,000 people to donate $50.00 or more on April 22 to reach a goal of five million dollars in one day. Achieving this goal will help us further restore this salt marsh ecosystem and fund the Bolsa Chica Project.  It will launch us on the path towards funding the complete restoration and protection of Bolsa Chica, which has been estimated at 50 million dollars.</p>
